Is dog insurance compulsory in Spain?

For potentially dangerous breeds (PPP) civil liability cover is compulsory and forms part of the owner licence. For other dogs the animal welfare law introduced the requirement, but how it is applied depends on your municipality — check the current status locally.

What does a civil liability policy cover?

Damage your pet causes to third parties: biting a person, injuring another animal, damaging someone else property. Treatment for your own dog is not included — that is veterinary insurance.

How is RC different from pet health insurance?

RC protects your wallet from other people claims. Veterinary insurance pays for treating your own pet. They are separate products and are often taken together.

Dog liability insurance in Spain: when it is compulsory

A dog in Tenerife means beaches, mountain trails and a great deal of contact with the neighbours. It also means one legal detail newcomers usually discover later than they should: you are liable for the damage your pet causes, with your own assets.

What RC is, and why it is not about treating your dog

Responsabilidad civil (RC) is civil liability. The policy covers harm your dog causes to third parties:

biting a person — treatment, compensation;
injuring another animal — your neighbour’s vet bills;
damaging someone else’s property.

Treatment for your own dog is not included: that is veterinary insurance, a separate product. They are often bought together, but they should not be confused.

Who is required to have it

Potentially dangerous breeds (PPP). Here there is no ambiguity: civil liability cover is a mandatory condition. The owner obtains a licence from the town hall, and the RC policy sits in the document pack alongside the criminal record certificate and the medical report. No policy, no licence — and keeping such a dog without one is a fine.

The PPP category covers not only listed breeds but also dogs the municipality classifies that way on physical characteristics: weight, chest size, musculature, jaw shape. A crossbreed with no paperwork can therefore qualify as PPP.

The practical takeaway: even where it is not formally required, an RC policy costs little and closes a risk that in the worst case runs into tens of thousands of euros.

What else a dog owner in Tenerife needs
