Is dog insurance mandatory in Spain?

Since 2023, under the animal welfare law, liability insurance is mandatory for all dogs. For potentially dangerous breeds the requirements are stricter. Veterinary cover is optional.

What does liability insurance cover?

The damage your pet causes to other people or their property — for example, a bite or something ruined. It protects you from paying large sums out of your own pocket.

Does the policy cover treatment for the animal itself?

Liability cover does not — that is about damage to others. Treatment for your pet is covered by separate veterinary cover: consultations, surgery, sometimes vaccination. They are often combined into a single policy.

Moving to Tenerife with a dog or cat is a common story among expats. But Spanish rules have a detail many discover late: for dogs, liability insurance is now mandatory by law. Let us look at what that means and what other kinds of cover exist.

What changed in the law

With the animal welfare law (Ley de Bienestar Animal) in force, dog owners in Spain are required to hold liability insurance — regardless of breed. For potentially dangerous breeds (PPP) the requirement already existed, but the rule now extends to all dogs.

Liability cover — what it is

This cover protects not the pet but you, in case the animal causes harm to others:

a bite or injury to another person;
damage to someone else’s property;
harm in a public place.

Without such a policy these situations are paid out of your own pocket, and the sums can be serious. With insurance the insurer takes them on.

Veterinary cover — optional

Separately there is veterinary cover, which is about the health of the pet itself:

vet consultations;
surgery and hospitalisation;
sometimes vaccination and prevention;
help in case of an accident.

Liability and veterinary cover are often combined into a single policy — more convenient and usually better value.

What to watch for in Tenerife

Breed. For PPP breeds (potentially dangerous) the rules are stricter — check the requirements in advance.
Identification. The pet must have a chip and paperwork — without it you cannot take out the insurance.
Waiting periods. Veterinary services can have them; liability cover usually does not.

Tip: take out liability cover as soon as you move — it is now a legal requirement, not just an optional extra.
